Operating Framework:
The Department of Health published in December 2007 the Operating Framework for NHS in England 2008-09. This document set out a brief overview of the priorities for the NHS during the following 3 years. It also set out a framework in which local organisations and communities would need to co-ordinate and plan to deliver national requirements, local priorities and agree local actions to improve the health of the local population.
A refreshed publication entitled ‘The NHS Operating Framework for England 2010-11 was published in December 2009 and the Trust has prepared and submitted its draft Operating Plan 2010-11 to NHS North West for approval.

The key national priorities remain consistent with the original publication these are:-
- Improving Cleanliness & Reducing Healthcare Associated Infections
- Improving Access
- Improving Health & Reducing Health Inequalities
- Improving Patient Experience, Staff Satisfaction & Public engagement
- Emergency Planning
Vital Signs
To demonstrate performance against the key national priorities a range of indicators known as ‘VITAL SIGNS’ have been identified which will be used to measure how the NHS is performing nationally & locally.
The Vital Signs are split into three sub sections :-

The Vital Signs are split into three sub sections :-
Tier 1 – National Requirements (‘must dos’)
Indicators which apply to all Primary Care Trusts and have been set and agreed by the Strategic Health Authorities and signed off by the Department of Health. Central monitoring and performance management will take place via the Strategic Health Authorities
Tier 2 – National Priority for local delivery
Indicators agreed locally and signed off by the Strategic Health Authority. Risk based approach taken to performance management with a focus on weak areas or organisations only. Some of these vital signs also represent authority indicators as part of the Local Area Agreement.
Tier 3 – Local Action
Tier 3 – Local Action
Indicators which Primary Care Trusts are expected to focus on due to major outlier.
